This paper explores the different intercountry dynamics that outline the reform agenda of the Gulf Cooperation Council (GCC) members regardless of oil prices. It is the first in a series of papers that will explore the different implications arising from the various GCC economic policy challenges outlined here. In addition, the author discusses the effect that different GCC policy choices will have on other non-oil Arab countries such as Egypt, Syria, Lebanon, and Jordan. He concludes that developing merit-based competitive economies will remain the key challenge facing the GCC countries.
