This paper addresses the break-down of long-standing order in the eastern Middle East, which leaves its countries with new competition and opportunities for cooperation. Although progress will be difficult amid the standoff over the Iranian nuclear program, the author argues that the states of the eastern Middle East share the ultimate interest of establishing a sub-regional cooperation framework.
