Despite being one of the US’ most cost-effective weapons, Special Operations Forces (SOF) are facing the same budget problems as other branches of the military. This study reviews the key elements of the SOF's transformation since 9/11, outlines key national security challenges and relates them to the future of the SOF mission. It also offers specific recommendations for reshaping SOF and identifies new capabilities which require investment and prioritization in the Quadrennial Defense Review.
