This study considers the challenges facing America's armed forces. The author identifies potential elements for a new force construct and recommends a set of guiding principles to avoid the pitfalls of previous force construct iterations. He argues that a new construct should be complemented by the creation of new strategic concepts for each of the Services that describe how, when, and where they can make their greatest contributions to address national security threats.
