This paper describes the process of post-Cold War military downsizing and restructuring in the United States. The author provides information on the ongoing security policy debate in the United States and details the differing domestic perspectives on military efficiency. The paper provides a summary of the conversion activities in the United States since 1990 and provides an analysis of the past lessons learned.
