This brief discusses international weapons stockpiling since the end of the Cold War. The authors detail the security problems associated with excess weapons stockpiles and describe international disarmament agreements, financial constraints on defense budgets, and the replacement of older weapons as the most substantial contributors to surplus military stockpiles. The brief provides various suggestions for coping with surplus weapons and makes recommendations for successful future policies on disarmament and conversion.
