Beginning in the mid-1990s, the United States monopolized the ability to conduct long-range precision strike operations. Given that China and a number of other countries have now begun to develop similar capabilities, this paper speculates how the proliferation of precision strike weapons, and their associated sensors and targeting networks, might alter the conduct of war over the coming decades.
