This paper discusses EU efforts to find a diplomatic solution in the dispute over Iran’s nuclear program and prevent a military escalation of the conflict. It argues that the EU has consistently promoted a non-military solution to the conflict and in doing so has effectively revised its policy of ‘effective multilateralism’. It concludes that in the short-term, the EU should define and outline steps toward a final agreement with Iran.
