This report speculates on how a nuclear-armed Iran might affect stability in the Middle East, how the political dynamics of the region would consequently change, and whether traditional deterrence measures would work under the changed circumstances. Such nuclear-related concerns matter, the report concludes, because nonproliferation efforts -- even though they should be pursued -- will most likely fail in the future.
