This commentary discusses the challenges faced by China in its attempts to balance liberalization and state control of the financial system. The author first reviews advances in China’s attempts to liberalize its financial sector through the creation of a shadow banking system. He then analyzes the increased risk of bankruptcies in the financial sector and argues that it is part of the government’s strategy to ensure the sustainability of financial reforms.
