This publication identifies trends in and effects of nuclear smuggling in the Black Sea region since the early 1990s. More specifically, the authors also look at 1) global trends in nuclear trafficking; 2) nuclear trafficking in Russia and how it has affected the Black Sea region; and 3) efforts to counter nuclear trafficking there. They state that while trafficking cases in Russia and other Eurasian states have been steadily declining since the mid-1990s, seizures of materials in Georgia and Moldova in the early 2010s suggest that stolen nuclear material may still be available for illegal transfer in the region.
