This paper concentrates on one aspect of the Final Document of the 2010 Non-Proliferation Treaty Review Conference – i.e., the Humanitarian Initiative, which focuses on the humanitarian consequences of using nuclear weapons. In particular, the paper considers the merits of the Initiative and the tricky question it has raised for EU members: How do you support the Initiative's principles while continuing to rely on nuclear deterrence?
