In light of the export of chemicals to Syria by European countries and the confirmation in 2013 of Syria's possession of chemical weapons, this publication examines the EU's legal and regulatory framework for the transfer of chemicals to explain how exports of dual-use chemicals from the EU to Syria were permitted.
