This testimony examines the fiscal and strategic challenges facing the US military as well as what the US government can do to help its military face these problems. The author contends that regardless of the budget level US Congress ultimately sets for defense in the future, choosing where to invest or divest should be informed by the external security challenges facing the country as well as the choices it makes about strategy.
