This study looks at how the growing acquisition of precision-strike capabilities by state and non-state actors could impact future maritime warfare. It initially provides five case studies to illustrate how maritime competition has evolved from World War II onwards. The text then looks at what this particular type of competition might look like in the future, to include its distinguishing characteristics. Finally, the study identifies four ways that the US can preserve its freedom of movement in what will certainly be a hazardous domain. (Note: This text is a more elaborate treatment of ISN Publication 190066, which synopsizes in sixteen pages the material that's presented here.)
