This report examines how the US military could maintain its advantages in the field of precision strike capabilities. More specifically, it explores ways to make the US Precision-Guided Munitions (PGMs) more survivable, smaller and more lethal and to give them a greater range of effect. The authors also identify issues that may inhibit the US from doing so, which include funding problems, industrial base barriers and policy constraints. They argue that the US cannot afford to cede its leadership position in PGMs by failing to create new operational concepts, technologies and necessary funding.
