This paper examines India’s growing involvement in the international nuclear non-proliferation regime and what it might mean for the EU’s non-proliferation policies. It also stresses that it’s better to have India within the regime than not, but only as long as New Delhi commits to its key elements, including the Comprehensive Nuclear-Test-Ban Treaty. (Note: In the former case, New Delhi’s new direction in policy could enable Brussels to adopt a Europe-wide policy on non-proliferation, and thereby strengthen its bargaining position in future negotiations with this rising nuclear power.)
