In this statement before the US House of Representatives’ Seapower and Projection Forces Subcommittee, CSBA's Bryan Clark argues that the American Navy’s undersea dominance is eroding, primarily because of competitors' new detection technologies and larger/quieter submarine fleets. If they hope to maintain their edge, the Americans will have to field a new “family of undersea systems" and expand the roles performed by their submarines.
