This report examines Somaliland’s political landscape in anticipation of its presidential elections, which are scheduled for June 2016. More specifically, the report looks at 1) the internal threats to Somaliland’s stability; 2) the destabilizing factors that might be exacerbated during times of political change, including elections; 3) the external threats to Somaliland’s stability, such as the squabbles with neighboring Puntland over portions of Sool and Sanaag provinces; and 4) Somalia’s unwillingness to consider a formal break-up of its ersatz state.
