In this US congressional testimony, the CSBA's Robert Martinage argues that the roles and missions of America's armed forces need to be readjusted if they hope to accomplish two tasks -- meet the national security challenges the country now faces, and preserve the US' military superiority in the decades ahead. The adjustments could include 1) creating new military services for the US’ space, cyber and special operations forces; 2) pursuing increased Service specialization; and 3) promoting the concept of “competitive jointness,” which would involve encouraging healthy intra- and inter-service rivalry in order to foster innovation.
