This paper does indeed explain why the Syrian Army’s Officer Corps has remained loyal to President Bashar al-Assad. The sectarian affiliation with the Assad family plays a role, but so does the generous benefit system that links to nearly every aspect of an officer's professional and personal life. Put another way, the Assad regime has corrupted the officer corps by providing them benefits on a personal rather than institutional basis.
