This paper discusses the impact the violence in Iraq and Syria is having on regional and international stability. The text's author specifically argues that the huge numbers of people flowing out of both countries are being perceived -- unwittingly or not -- as instruments of regional disorder. To reverse this perception and problem, the author recommends broad ways that the international community should respond.
