This report recounts how the US military has exploited the electromagnetic spectrum (EMS) over the last century and describes how its reliance on EMS is likely to change over the next several decades. To facilitate the process of adaptation and change, the report’s authors propose operational concepts and technologies that should enable US forces to dominate the next phase of EMS warfare. Finally, the authors recommend ways to surmount the barriers the US Department of Defense will inevitably face in fielding next-step ideas and capabilities.
