This paper looks at the internal and external challenges facing the Sunni community in Iraq. Among other things, it describes the reasons for the community's current estrangement from the government in Baghdad, which include 1) Prime Minister al-Abadi’s failure to depart from the policies of his predecessor; 2) the continued monopolization of power by Shia elites; 3) the total impunity of Shia militias; 4) internal political and ideological differences; and as a result of the previous problem, 5) the absence of a united Sunni authority, cause or identity.
