This report specifies what national-level assessments of the Arms Trade Treaty (ATT) should involve, including the make-up of the assessment team and the steps it has to perform. The latter should consist of developing and drafting Memorandum of Understanding, creating Country Situation Reports, conducting scoping and assessment exercises, and writing a final National Assessment Report.
