This paper assesses the implementation of the Cotonou Partnership Agreement, the trade and aid agreement signed in 2000 by EU and African, Caribbean and Pacific (ACP) states. In particular, it studies the conflict prevention and resolution mechanisms built into the agreement and examines the involvement of local population and civil society organizations in conflict resolution. It concludes, however, that civil society involvement in these processes remains insufficient.
