This paper investigates the role of EU development cooperation in conflict prevention in the cases of Kenya and Uganda. In particular, it analyzes the extent to which conflict and security-related issues are addressed in the EU's Country Strategy Papers (CSPs) and Regional Strategy Paper (RSP) covering the Horn of Africa. It also examines the extent to which conflict prevention is seen as a priority in the trade dimension of the partnership and the extent to which conflict issues are being taken into account in the ongoing negotiations of Economic Partnership Agreements (EPAs).
