This paper looks at the election observation guidelines SADC revised in 2015, and which it expects its members to comply with in future elections. The new framework places a high premium on improved institutional design, which will ideally 1) ensure that electoral systems are inclusive, transparent, and accountable, and 2) enhance the technical and professional capacity of SADC election observation missions, primarily by exploiting the expertise of non-state actors, academics, parliamentarians, and election management boards.
