This paper contains Saferworld's submission to the European Union's country strategy paper on Kenya. The authors argue that although Kenya has been relatively peaceful, violent conflicts in Kenya’s arid regions and border areas, often associated with cattle rustling and disputes over pasture and water involving pastoralist communities, have been a growing concern. They also argue that Kenya suffers from high levels of armed and violent crime in both urban and rural areas. The paper concludes by offering several recommendations for EU policies on Kenya.
