This report examines the economic, political and security environment in Angola following President José Eduardo dos Santos’ announcement that he will not stand for reelection after 38 years of rule. The problem is that Dos Santos’ chosen successor, Defense Minister Joao Lourenco, will come to power at a time when Angola is beset by a deep financial crisis, internal factionalism within the ruling Popular Movement for the Liberation of Angola, and strong opposition demands. What’s more, the incoming president will need to institute difficult economic and security reforms if he hopes to restore the effectiveness of key institutions and prevent greater instability.
