This report examines the similarities and differences between the electricity and gas sectors and identifies the essentials for a functioning electricity and gas market. The report provides a list of priorities for action in areas that previously have not been at the center of attention as well as an indicative proposal for an institutional framework for EU electricity and gas market regulation.
