This report identifies priority areas for coherent EU domestic policies in the short, medium and long term. It gives a first indication of what meeting EU climate objectives would imply in concrete terms and then describes the potential EU contribution to international negotiations. The authors attempt to frame the key elements of a credible EU strategy to achieve emissions reductions as mandated by member state, EU and international obligations to facilitate an agreement to combat climate change at the global level.
