This report examines Togo’s struggles to secure its coastline and prevent acts of piracy in the Gulf of Guinea. More specifically, the text’s authors focus on various aspects of coastal control (piracy, the fisheries sector, ships registry, port security, etc.) and concludes that Togo has improved its maritime security since 2012, primarily by strengthening its surveillance activities and by encouraging vessels to dock in a designated locale (Lomé). Last, the report reviews the issues that are at stake at the African Union’s 2016 Extraordinary Summit on Maritime Security, Safety and Development, and recommends additional ways Togo can further improve its maritime security.
