This case study of Qatari engagement in the Horn of Africa highlights the country’s evolving international role, which has had to operate in the shadow of the diplomatic rivalry between Saudi Arabia and Iran. The text’s author ultimately concludes that although the centralization of foreign policymaking in the person of the Qatar’s emir hasn’t been helpful, the country has managed to “punch above its weight” diplomatically, primarily by acting as a mediator in the conflicts still bedeviling the Horn of Africa.
