This paper looks at the evolution and methodological foundations of the EU’s Nuclear Centres of Excellence Initiative, which provides technical assistance to non-member states in order to help them deal with the risks associated with chemical, biological, radiological and nuclear materials. The text’s author concludes that the initiative has matured since its establishment in 2010 and that several evaluations have confirmed its potential as an effective capacity-building platform.
