This report summarizes the outcome of a task force dealing with the review of the EU regulatory framework for electronic communications. The task force suggests a number of changes to be introduced in the future framework. Such changes would at once ensure continuity for national regulatory authorities and regulatory certainty for industry players. They would also make the necessary adaptation of the theoretical framework to the competitive dynamics of future internet protocol-based networks. The report includes country case studies from Romania and Turkey.
