This article 1) reviews the difficult twists and turns the peace process in Mali experienced prior to the June 2015 agreement, and 2) analyzes the problems encountered in implementing the accord since then. A prime problem in both cases has been the sheer number of armed groups operating in the country and their petty, diverse and conflicting motivations.
