This publication examines how strategic interaction has shaped national perceptions of nuclear balances and informed each state’s approach to the development of nuclear policy. More specifically, it 1) the range of factors, external and internal, that influence strategic interaction among states; 2) the evolution of Russia, the US, and China’s respective approaches to nuclear strategy, identifying important sources of change and continuity, and 3) whether and how decisions by each major power have influenced, and might influence, the actions of the others as well as what this means for how we think about the nuclear balance in the 21st century.
