This paper looks at the Jakarta Centre for Law Enforcement Cooperation (JCLEC), which was established by Indonesia and Australia in order to combat transnational crime, terrorism and other security problems. While exploring this topic, the text’s author specifically examines 1) past regional law enforcement practices in ASEAN and the role JCLEC has played in furthering regional cooperation in this area; 2) how the relationship between the Indonesian National Police (POLRI) and Australian Federal Police (AFP) led to creation of the Jakarta Center; and 3) whether the organization should become a genuinely regional body or an Indonesian institution.
