This paper examines the draft version of Russia’s energy strategy up to the year 2035, which reflects an important change in the country’s energy thinking since 2014. The text specifically looks at 1) how the shift in Moscow’s approach is tied to wider concerns about energy and national security, particularly in relation to the Euro-Atlantic community; 2) Russia’s plans to maintain and strengthen its position as a leading energy exporter; and 3) how China is enabling Russia to implement its energy objectives.
