Do China, Russia and North Korea’s bolstered undersea warfare (USW) forces pose a serious threat to the undersea superiority of the US and its allies in the Indo-Pacific region? This paper responds and provides four recommendations on how the US can maintain its undersea dominance in the region, including that Washington should 1) build an effective, multilateral USW coalition force in the region; 2) establish habitual multilateral USW training and operating relationships that go beyond this core coalition; 3) foster coalition research, development, and acquisition of affordable technologies to increase the coalition’s USW capacity; and 4) demonstrate conventional deterrence in the undersea domain through “Hold at Risk” USW operations.
