This publication examines Russia’s increased role in the nuclear reactor export market, whether this has adversely affected global nuclear governance norms and if such exports provide Moscow with an effective foreign policy tool to increase geopolitical power. The text’s author also assesses the instruments used by the European Union to address concerns, linked to nuclear governance and energy security, about the rise of Russian nuclear exports.
