This study proposes a new architecture for the US Navy, which would help update the service’s capabilities no later than 2030. The recommended changes include 1) organizing the Navy’s fleet into ‘deterrence forces’ and ‘maneuver forces’; 2) relying more heavily on unmanned systems; and 3) readjusting current readiness and training cycles.
