This edition focuses on the reform and public perception of law enforcement in Russia. Firstly, Olga Semukhina considers the 2011 reform of the police and more recent changes to the structure of the MVD, suggesting that, in spite of its limitations, the 2011 reform reduced public tensions surrounding the issue of 'bad and corrupt' police in Russia that were evident in 2009-2010. Secondly, Lauren A. McCarthy examines why the Russian public has a dim view of its police, highlighting how its strict hierarchical nature and the use of a job performance assessment system limits the ability of the police to conduct criminal investigations and develop strong day-to-day relations with residents.
